OK I am going to be the voice of lone dissent here. He was judged at the time by those familiar with that war. I would doubt that with all that man has done he really cares one way or another. To judge those acts by today’s TV generation and then have mostly civilians of whom most have not been in the military decide who gets what is not the way it works. Desert Strom was a perfect example of how not to give out medals.

Like I said, others have stated that he would've gotten it at the time, but they had already awarded LTC Cole his and they didn't want to give out anymore (especially to officers). This is from 2 sources, the official 101st history (sitting in my guest bathroom, BTW) and the bio on Winters (Biggest Brother). Winters was put up for it then and the Cole decision was the lone reason they didn't give it to him. They did the whole media blitz on Cole with him re-enacting his bayonet charge and mugging it up. People liked him because he was dashing and a LTC Battalion Commander. Winters was a quiet country boy, not exactly media material.
Winters, of course, didn't really care. Cole was killed a few days after getting his CMH. He was a gung-ho guy who got a lot of troops killed, and that's what killed him. Winters, as we all know, was more of a tactician.
I personally don't think part of the criteria for one guy should be because another got it. That's like denying that SEAL Monsoor a MoH because Murphy just got one. Two totally unrelated engagements and both deemingly deserving of the metal.
I guess that's how they were given out back in WWII, however.
