Hometown Recruiter Assistant Program?

SFC Hit_it, I was reading the back of my DEP 'badge' and it says that we should apply for this. Could you fill me in a little more on what it is, and with a Opt. 40, should I consider it?

HRAP is becoming waist of the Army's time. No one with an option 40 should even be thinking about this bullshit.
