Liberal craziness aside, I don't know how a program would ever be successful in the current economic situation. One, how would the program be funded? Two, who in their right mind would voluntarily give up their guns as the crime rates go up in a shitty economy?

1. Funding is easy when you give $1 for every $10 it's worth.

2. The program will be mandatory, so you'll not have a choice. If you have a registered weapon, applied for a CHL or asked for a hunting liscense you will be targeted for a warrented search after the grace period. If you need to have a weapon for home defense it will be hard as hell to hide it where it can be of any use and still keep it out of government hands. If you use the weapon in self-defense you will go to jail for murder. See Vancouver, BC Canada for examples.
