The date on the article is 01APR15. Could this be a prank? I googled and found nothing specific to this.

Is it such a stretch to relook the military retirement system? In excess of 80% of enlisted personnel do not draw a pension, so if judged as an incetive for longevity it is a failure.

Relook? Yes. Cut benefits no. I'd like a solid retirement plan that actually delivers and can be taken with you when you get out after 4 years. Maybe some financial planning advice for Soldiers

I've never felt it was used as an incentive for junior enlisted. I felt it was an incentive keep Senior NCO's from quiting because they're sick of the quasi-political bullshit that starts to happen at the levels they're operating at. If that incentive didn't exist for me or many of my peers I would have pissed on the CSM's (at that point in my dealings with the Army it would have been any CSM) desk and walked out at 17 years. It wasn't even about the utter lack of professionalism or even ability I saw in CSM/SGM community. It was the selfishness.

If the 20 year retirement didn't exist (or is modified too extensively) the Army would/will lose a MASSIVE number of SNCO'S. Who's going to do the work on staff, SGM's? Give me a break. Too busy worrying about coffee and who gets the nice chairs in the TOC and conference rooms.

At the end of the day you could cut retirement benefits all together, for everyone who's serving or currently retired and it wouldn't save enough money to do any good at all. This initiative is smoke and mirrors to appease a constituency that hates us. It's a measure that is easy to make look effective but will piss off a very small part of a population that almost exclusively votes Republican. The same population that in each Presidential election gets their votes invalidated when 50k+ absentee ballots get thrown out for GP.

Over time, the rules evolve. As an example, There was a time when you could "sell back" 60 days leave when you ETSed or reenlisted. In the early 1970s that rule was changed, but I was "grandfathered" because I had over 60 days on the book when the change was instituted. When I retired, I got paid for my 60 days I had retained. A nice piece of change.

You can sell up to 60 days leave, once in your career.

I had sold 60 days when I reenlisted in 1969. In those days, you could sell 60 days each time you REUPed, ETSed or retired, Today it's a one time event.

Why is it whenever they want to cut money it's always from the people who help give them the freedoms that they have. Why can't we cut the pensions of the politicians and all the unelected bureaucrats.
