I have gotten quite a few messages from guys on here asking about coming back in. To be blunt, its not easy to get in as a Prior Service guy right now, if not next to impossible. But the new message on Prior Service enlistments just came out today, and it gives a little more wiggle room than there has been. You may need to read through it a time or two, its somewhat confusing, but this is exactly what recruiters will reference:

personnel.

2. This message is valid for 2 years from date of publication unless sooner

4. The purpose of this message is to announce new guidance on Prior Service
(PS) enlistments into the Regular Army (RA). Administrative reduction is no
longer authorized to fill a vacancy.

5. Effective 22 February 2011, PS enlistments in all Skill Levels, to include
Soldiers from Sister Services applying for the Blue to Green (B2G) Program, are
restricted by critical MOS exception according to Human Resource Command (HRC)
Accessions Business Rules. This policy does not affect those PS already in
Delayed Status (DS). No reductions in pay grade will be favorably considered,
no exceptions.

6. This policy affects Glossary NPS (DOS) enlistments in pay grade E-1 thru
E-4. Applicants with 179 days or less on Active Duty are considered to be DOS
NPS applicants for the purpose of enlistment into the Regular Army. Applicants
who never shipped to training and have ZERO days of service may apply for an
exception to policy thru Enlistment Eligibility and Processing Division.

7. The HRC Business Rules will be updated monthly by HRC (see part II of this
message).

a. Applicants in grade E-5 and above must submit a formal electronic
request for grade determination to CG, USAREC IAW with AR 601-210, Chapter 3-17.

b. If applicant is MOS qualified in an MOS listed for his/her pay grade in
paragraph 1a of the HRC business rules; approval will be granted in his/her
grade in current PMOS.

c. If applicant is not MOS qualified for a MOS listed for his/her pay grade
in paragraph 1a, then grade will be approved to retrain in an MOS listed in
paragraph 1b of the HRC business rules for his/her pay grade.

d. Applicants in pay grade E-4 and above who hold MOS 18B, 18C, 18D, 18E,
18F, 37F, 42R, 42S, 46Q, or 46R can request an exception to the Business Rules.
Send exception request thru GCR as a grade determination. Exceptions are not
always favorably considered.

8. If an applicant does not hold the grade and MOS that has an open vacancy
listed in paragraph 1a of the Business Rules and there are no retraining
vacancies in current grade listed in paragraph 1b of the Business Rules, request
for grade determination for the purpose of enlistment in the RA will not be
favorably considered due to lack of vacancies in MOS and grade.

MEMORANDUM FOR U.S. Army Recruiting Command (RCRO-EEP), Ft Knox, KY 40121.

SUBJECT: Prior Service Accession Business Rules for Grade Determinations
(ref AR 601-210)

1. This memorandum supersedes the memorandum dated 3 January 2011 and provides
new guidance to USAREC in the vacancies that may be filled. These Business
Rules are all encompassing for Prior Service (PS) vacancies. The following
vacancies are available provided the applicant is otherwise qualified.

a. Vacancies by grade and MOS:

(1) Grades E-1 thru E-4 - 11C, 14T, 15Q, 35L, 35P (language dependent),
68M, 89D.

(2) Grades E-1 thru E-4 - AIRBORNE qualified only - 12B, 12Y, 13T, 25S,
35F, 35L, 35N or 91F.

(3) Grade E-5 - 35F, 35L, 35N or 35P (language dependent) or 91F.

(4) Grade E-6 - no vacancies.

(5) Grade E-7 - no vacancies. Changes monthly based on the needs of
the Army.

(6) Grade E-8 - no vacancies. Changes monthly based on the needs of
the Army.

(7) Grade E-9 - no vacancies. Changes monthly based on the needs of
the Army.

b. If no vacancy exists, the following MOSs will be used for retraining:

(1) Grades E-1 thru E-4 - 18X.

(2) Grade E-5 - no vacancies.

(3) Grades E-6 and above - no vacancies.

c. If applicant holds the grade and MOS that is listed in paragraph 1a
above, the applicant will enlist for Option 18, (U.S. Army First Assignment);
Prior Service Accession Branch (USAREC) will validate MOS qualifications.

2. For applicants who require a grade determination, Prior Service Accession
Branch (USAREC) will determine the enlistment grade as follows:

a. Applicant must enlist in the Delayed Status within 30 days of final
grade determination. He/she must understand that the vacancies constantly
change; if the grade determination expires prior to enlisting into the Delayed
Status, they could be subject to disapproval.

b. If applicant does not hold the grade and MOS that has an open vacancy
listed in paragraph 1a above and there are no retraining vacancies in current
grade listed in paragraph 1b above, he/she will not be granted accession at this
time. Administrative reduction is no longer authorized to fill a vacancy.

c Training opportunities exist for MOSs and grades listed in paragraph lb
above, however, training is limited. Once all training seats have been filled,
the NCOIC of the ROC will send an email out to all BN Operations and Senior
Guidance Counselors notifying them of this information.

3. All PS applicants that hold an ASI may submit for an exception to policy
without regards to the listed MOS vacancies in paragraph 1a above. Not all
exceptions are favorably considered.

Thanks for the update. What I've been hearing around the flagpole is that everyone needs to begin positioning for a large downsizing of the force over the next couple years.

No, Kevin, we didn't say either. What was said was we are going to downsize.

That seems to be the case. It is getting harder and harder to get jobs for people (recruiting-wise), nevermind prior service folks. I know right now that as NCO's, if we want to re-enlist, we have to submit a formal MFR stating why the army should keep us. RCP's are getting lowerd as well. I am concerned about it, a large reduction in force seems to be a bit pre-mature at this point. Say another large ground presence is needed (take your pick of countries this is likely to be), there will be a massive lowering of standards to get a ton of people in fast, along with keeping a bunch of guys in that don't belong in. It just seems that it would be a better idea to keep our numbers about where they are at now, but still implement the quality control measures. I also think a fundemental mis-understanding of professionalizing the force is at hand. We should be more concerned about "what can we do to keep the best in" as opposed to "what can we do to get the marginal out"

I didn't mean that literally Jim, but that is the apparent belief set that the action supports. Those Who Rule have clearly decided that we cannot afford victory.

There is a new Prior Service message out, I will get it posted up here at my next opportunity. Down and Dirty: if you got out as an E-5 or above, and are not in one of the needed high priority MOS's, you are not getting back in right now (active duty). E-4 and below have there choice of: 18x.

into the DS, they could be subject to disapproval.

b. If an applicant does not hold the grade and MOS that has an open
vacancy listed in paragraph 1a above and there are no retraining vacancies
in current grade listed in paragraph 1b above, he/she will not be granted
accession at this time. Administrative reduction is no longer authorized
to fill a vacancy.

c. Training opportunities exist for MOSs and grades listed in paragraph
lb above, however, training is limited.

3. If a renegotiation is approved the DS Soldier may enlist under current
HRC business rules or the HRC business rules in affect at time of entry in
the DS.

3. All PS/DOS applicants that hold an Additional Skill Identifier (ASI) may
submit for an exception to policy without regards to the listed MOS vacancies
in paragraph 1a above. Not all exceptions are favorably considered.

Any new Business Rules for prior service?
I've pushed off MEPS as long as possible but am headed there this weekend...

I spoke with someone in big Army's Personnel office and suppossedly they will accept my transfer from the AF :shock: ... I'm leaving today for a recruiters office to see what they say when I approach them with my information and try to get a bit more insight.

I'll throw something up if I get anything relavant from the visit.

I just recieved some more information from the recruiters office. Be ready for a post here soon with some more updated info soon.

What I can honestly say now is that 90% of prior enlistments are all 18X contracts only.... HOWEVER, since they are pulling MOS's for 2012 already an Opt 40 contract is very possible (just twist the recruiters arm a bit).
The recruiter I'm currently working with is going to keep me abreast on the situation and give me a heads up on an 11X Opt 40 contract as soon as one is available so the moment my DOS is close enough I just have to sign paperwork and I'm gone.
