You're not restricted to VA facilities for medical care. You can go to a civilian doctor or private hospital for care under certain circumstances. Those circumstances generally have to be of the "emergency" variety, but that word has a lot of malleability, especially if you have a sympathetic medical staff at your local hospital.

You have to call the VA and get their permission first, since they’re footing the bill. The VA bureaucracy that handles this is the Network Payment Center.
