Have you had any luck with this? It occurs to me that the VA most likely has an Inspector General. If all else fails, you should be able to get stuff done through the I.G.'s office. Also, we are in the 21st century. In 1989 when I got out, all records of this type were stored on microfiche. Nowadays...
