Conferees push to finalize FY2005 Defense Authorization Bill
After weeks of informal meetings between Armed Service Committee staffs and leaders, the real work has begun to resolve remaining differences between the House and Senate versions of the defense bill.
That's according to an update disseminated Wednesday by the Military Officers Association of America (MOAA) which further reported that conferees hope to move quickly to complete their negotiations this weekend in hopes of having a vote before the scheduled Oct. 8 recess.
Among the key issues to be decided is ending the age-62 Survivor Benefit Plan benefit reduction from 55 percent to 35 percent. For the first time, both the House and Senate bills contain provisions to eliminate the SBP reduction. The House version would phase out the reduction in 3 1/2 years while the Senate would take 10 years.
Another major issue to be resolved includes the Senate proposal to provide full immediate concurrent receipt to qualifying retirees with 100 percent disability ratings (exempting them from the 10-year phase-in period under current law).
