If there is a need, such as a jungle ambush, are non sniper soldiers permitted to use bushrags or ghillie suits?

Your unit, whatever that may be, will have a standard operating procedure (SOP) which explicitly describes what gear you will carry when you go to the field and usually also how you will camoflauge. It is not normal practice for non-snipers to carry Ghillie suits when such a bulky item would by necessity take the place in your ruck of other more essential equipment. In addition to that, a large percentage of operations today take place in an urban environment where a Ghillie suit would be impractical.
