To serve in the Ranger Regiment, you will need to be able to obtain a Secret Security Clearance. You don't need a Secret Clearance for Airborne or for enlisting. Your situation will depend on the offense(s) for which a waiver was required. This is the Internet and we don't know who you are, so throw it out there and we'll give you some opinions.

This is a "swag", but I'm going to say that you'll be good to go, based on the time that has passed.
Debt shouldn't be an issue so long as you're making payments.

You pay your money and you take your chances. There is no such thing as a free lunch. You have to earn that place in the 75th Ranger Regiment. Please PM Ranger Dis for more help.

It will be interesting to learn what they tell you at MEPS. Your history is what one may term "colorful" and will be open to some interpretation. I offer no prediction. Do not be pressured in signing anything. Keep us posted.

Congratulations for enlisting and for going Airborne. You have just a couple of weeks to go as a civilian, so get things squared away and stay squared away once you're in. Do that, and you will be able to take your military career in the direction you want.
