I think what most of the issue here is not the fact that Iran could NOT hold the Strait, but because of the economic tension the US is going to be putting on the Iranian Central bank, Iran could resort to alternative measures to "control" it. It would be too easy for them to just dump sea mines into the water and after the first oil tanker unexpectedly blew up, oil prices would literally sky rocket. Also Iran could use more covert military methods which they could deny, kinda like the Somali pirates just backed by a government, a government that could deny using such shameful acts to control such a small area of water. There might be ramifications to this new bill being passed or there may not, basically it all comes down to Iran and their Nuclear research program and how willing they are to put an end to it. My guess is that they'll keep delaying negotiations till they have a warhead on top of a ballistic missile or some such device then try to use that as a bargaining chip.
