Pentagon reviewing "V" device award consistency

The Defense Department’s instructions don’t specify how the services should award “Vâ€

This inconsistency for the V Device was something I was not aware of before. It seems the Army has the highest standard.

During Viet-Nam, the Navy policy was much more like the USAF. They wore the "V" device on a number of awards. Please recall the Boorda suicide several years ago. Since then, they tightened their standards; but they remain more generous than Army.

I know the air force awards them if you have to eat in a mess hall without white tablecloths, a wine steward, or a menu.
