In addition to it being a four-count exercise, the movement of your feet should be contained from 3" above the ground (when at the downward peak) to 6" above ground (upward peak), feet should be pointed, legs straight, head lifted off ground, and most importantly the standard grimace. If you get into the groove with a rhythm and think about Lucy- Jean or something, you should be able to do them forever. My Plt. Sgt. in RIP challenged me to do 1000 of them. When I got to around 700, he finally said "Fuck it, you probably can do a thousand," and let me recover.

You guys are confusing two separate exercises. The Dying Cockroach utilizes full leg movement, again with straight legs, but coming all the way up to a vertical position. The Flutterkick only have a 3 inch range of motion, when done correctly...from 3" above ground to 6" above ground. Flutterkicks are much harder (my opinion) than the Dying Cockroach.
If you ever attend Scuba school (which I did not), you get to do them with fins on....OUCH!

The proper flutter kick is not a simple answer. When you are doing morning PT, you will be expected to do proper flutter kicks. When you are getting "smoked" flutter kicks will not end up being proper flutter kicks or you are obviously not getting smoked. You will end up in the dying cockroach position I assure you. I wouldn't get all wrapped up in how to do one correctly. Right now just practice doing them so it doesn't hurt your back.
