In 2001 could a non combat arms soldier go to Ranger school?

In 2001 could a non combat arms soldier go to Ranger school?

I thought non combat MOS soldiers couldn't go to Ranger School? Does it matter what unit they are in?

so is it possible for a mechanic to have gone through if he was in a high speed unit?
