Hey, it wasn't Nero's fault. Obviously he inherited almost all of the problems from his predeccesor, Claudius. Claudius expanded the empire, and allowed those illegal non-Romans to be granted citizenship. Claudius assasinated all those Senators who did not back him up, creating chaos in the Senate, which gave him more power. Claudius personally became the judge in many cases, just making up the law as he went, ignoring the rule of law created by the Senate. He even had the gaul to rule that any master that killed his slave could be charged with murder.

No, the problems of the empire is not due to Nero, who has only ruled for a short time, but it is all the fault of Claudius and the whole Germanicus family/party.
